The People’s Army Publishing House, in coordination with the Propaganda and Education Department of the General Political Department, launched the book “Building the Vietnam People’s Army: Revolutionary, Regular, Elite, and Modern” on January 27.
More than a collection of articles and speeches by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, and Minister of National Defence, the book presents a coherent and systematic body of military thought.

It serves as a practical intellectual guide for officers and soldiers as the army adapts to a new revolutionary stage marked by non-traditional security threats, strategic competition, and the rapid development of military technology.
The volume brings together 38 articles, speeches, and interviews, accompanied by illustrative photographs of the minister’s recent activities.
Throughout the first section, readers encounter a consistent vision for military modernization, emphasizing streamlined, efficient, and capable force organization.
This approach is not about mechanical downsizing, but about optimizing structures to ensure the armed forces can fulfill all missions in a changing security environment.
